Background

Starting from 2013, UN Women, with the support of the European Union (EU), has been implementing the project “Innovative Action for Gender Equality in Georgia” (IAGE). The overall objective of IAGE is to adopt and implement relevant policies and legislation to address specific healthcare, social, and economic needs of women from excluded groups in Georgia, while the specific objective is to support women’s initiatives aimed at confidence building and social stability through addressing healthcare, social, and economic needs of national minority, imprisoned, IDP and conflict affected women and women living in remote mountainous areas in Georgia.

The project is aimed at realizing three interrelated outputs/results:

Capacity of gender equality and women’s rights advocates increased to advocate for integration of issues of excluded groups of women and girls in relevant policies and legislation;

Willingness and capacity of state structures increased to incorporate issues of excluded groups of women and girls in relevant policies, legislation and services on national and local levels;

Partnerships among the government and women’s civil society groups as well as women’s people-to-people diplomacy initiatives increased for promotion of social stability and confidence building.

The final beneficiaries’ of the IAGE are four groups of women and girls: 1) national & ethnic minorities, 2) imprisoned women, 3) women residing in isolated mountainous settings and 4) single, elderly and disabled women, and female headed households among the groups of IDP and conflict affected women.

As a first step in achieving the second output of the project, the programme is currently conducting the mapping of existing national and local level policies that may concern beneficiary women and girls, with the view of identifying entry points for gender mainstreaming into these policies. The study will be completed by the end of September 2013. The end goal of the mapping study is to understand a policymaking cycle, social and economic empowerment dimensions of policymaking processes at national and local levels and identify sources of funding for policy implementation in order to propose entry points for gender mainstreaming into these policies and identify policymakers to be targeted for capacity development and advocacy purposes. Results of the mapping study will also be used to design training module on gender sensitive policymaking in the relevant areas for public officials and conduct capacity development activities to increase willingness and capacity of state structures to incorporate issues of excluded groups of women and girls in relevant policies, legislation and services on national and local levels.

Therefore, IAGE programme intends to hire International Consultant/trainer to design the training manual on women’s rights, gender equality and gender mainstreaming into government policies on local and national levels and conduct trainings for relevant policymakers in local and central government. The consultant will work in team with Local Consultant/trainer.

Duties and Responsibilities

The International Consultant/trainer will work under the direct supervision of the IAGE Programme Manager and overall guidance of UN Women National Programme Officer and will benefit from technical and operational support of UN Women Office in Georgia and will be responsible for the following:

  • To design the training manual on women’s rights, gender equality and gender mainstreaming into government policies on local and national levels;
  • To conduct at least four trainings (two pilot and two finalized) for relevant policymakers in local and central government using the manual.
Training logistics will be taken care of by UN Women in Georgia
  • To fulfill the expected task the International Consultant is expected:
  • To prepare a detailed work plan and submit it to the UN Women IAGE Programme Manager for feedback and approval;
  • To carefully review the recommendations of mapping study on existing national and local level policies that may concern programme beneficiary women and girls.

Based on the above endeavors and with assistance of Local Consultant, design special training manual for mainstreaming gender into government policymaking for the identified relevant government officials on national and local levels and submit for review and approval to the IAGE Programme Manager. The training manual should cover also the basic concepts of women’s rights, gender equality, and Georgia’s international obligations and commitments in this field.

Together with Local Consultant/trainer, to conduct and lead two pilot trainings (2.5 days each) in Tbilisi on women’s rights, gender equality and gender mainstreaming for relevant policymakers in local and central government using the designed manual.

To test the designed manual during the pilot trainings and make notes on required adjustments/changes, if necessary, finalize the manual and submit to IAGE Programme Manager for final approval.

Together with Local Consultant/trainer, to conduct and lead two more trainings (2.5 days each) in Tbilisi for relevant policymakers in local and central government using the finalized manual. These two finalized trainings should be held after finalizing the manual and incorporating the observations made during the first two pilot trainings into it. The three tasks: conducting of first two pilot trainings, finalization of the manual, and conducting two more finalized trainings should be completed within one trip to Tbilisi, Georgia.

Evaluate the level of the participants’ knowledge prior and after the trainings via ad hoc questionnaires to be disseminated respectively ahead of training for tailoring of the module to real trainees needs and capacity and after the training for evaluation purposes.

Submit a comprehensive report. The report shall include activities conducted, including work on the manual, comprehensive information on conducted trainings, its evaluation based on filled in questionnaires and observations during the training (with clear reference to the trainees, their potential and weakness to be addressed).

Key Deliverables and Timeframe:
  • Detailed work plan (two working days) – 7 October, 2013;
  • First draft of training manual (thirteen working days) – 21 October, 2013;
  • Conduct two pilot trainings in Tbilisi (2.5 days each) on women’s rights, gender equality and gender mainstreaming into government policies on local and national levels (preparation and training - eight working days) – 31 October, 2013;
  • Finalized manual (seven working days) – 11 November, 2013;
  • Conduct two finalized trainings in Tbilisi (2.5 days each) on women’s rights, gender equality and gender mainstreaming into government policies on local and national levels using the finalized manual (six days) – 19 November, 2013; 
  • Comprehensive report on activities conducted (eight working days) – 29 November, 2013;
  • The timeframe for the work of the consultant is tentatively planned in the period of 1 October-November 29, 2013 for a total of 44 working days.
Organization and logistics of the training will be taken care of by UN Women.
Management Arrangements:

The consultant will work under direct supervision of UN Women IAGE Programme Manager and overall guidance of UN Women National Programme Officer together with UN Women Georgia Country Representative.

Financial arrangements:

Payment will be disbursed upon submission and approval of deliverables and certification by the Programme Manager that the services have been satisfactorily performed:

  • Detailed work plan and the first draft of manual submitted –fifteen days, by 21 October, 2013;
  • Two pilot trainings conducted –  nine days, by 31 October 2013;
  • Finalized manual submitted, two trainings conducted and final report submitted – twenty days, by November 29, 2013.

Competencies

  • Proven track record in developing and adapting training manuals;
  • Strong understanding of gender mainstreaming concept;
  • Sound understanding and demonstrated knowledge of gender equality and women’s rights principles.

Required Skills and Experience

Academic Qualifications:
  • University degree in international relations, social sciences or related field;
  • Certificate of qualified trainer with knowledge of adult-centered learning techniques.
Years of Experience: 
  • At least three years of experience in conducting adult-centered learning trainings on women’s rights, gender equality and gender mainstreaming into government policies;
  • Previous experience in conducting training for people with different background, cultures and languages.
Language requirements:
  • Fluency in English.
Evaluation Process:
 
The candidates must possess following minimum qualification criteria to be eligible for further technical evaluation:
  • University degree in international relations, social sciences or related field;
  • Certificate of qualified trainer with knowledge of adult-centered learning techniques;
  • Fluency in English.   
 The candidates will be evaluated in three stages: according to minimum qualification criteria; technical and financial evaluation.
Technical evaluation criteria (including minimum qualifications):

Maximum total technical scoring:  350

Only candidates who have passed over the mandatory criteria and have accumulated at least 245 points under technical evaluation will qualify to the next round of financial evaluation.

Evaluation of financial proposal
Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 150
  • S – score received on financial evaluation;
  • Fmin – the lowest financial offer out of all the submitted offers qualified over the technical evaluation round;
  • F – financial offer under consideration.
Winning candidate

The winning candidate will be the candidate, who has accumulated the highest aggregated score (technical
scoring + financial scoring).
 
Submission package:
  • CV and P11 form;
  • Proposal explaining why they consider themselves the most suitable for the work and providing a brief methodology, if applicable, on how they will approach and conduct the work;
  • Financial proposal* in USD– aggregated and with breakdown(total remuneration, travel expenses (per diems, tickets, lodging and terminal expenses).

*Each applicant will be required to submit an aggregated financial offer (“aggregated financial offer” is the total sum of all financial claims of the candidate for accomplishment of the task).

Financial offer should include all costs related to completion of the task under the current Terms of Reference. It can include the following costs: honorarium expectations per working day, most economy travel and living costs to Tbilisi, other costs, as applicable.

In July 2010, the United Nations General Assembly   created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater   impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
